The European PROMINENT MED initiative (Public procurement of innovation to boost green growth in the MED area) aims to improve the quality of public services. It activates market demand, triggering industry to scale up its production chain to bring products to the market with the desired quality/price ratio, within a specific time frame.
The regions participating in Prominet MED came together to increase their innovation capacity and connections between various agents that apply Public Procurement of Innovation (PPI). The objective is to stimulate the research and development of innovative technological systems and solutions in the field of energy efficiency.
Four participating municipalities launched a PPI for the restoration of their public buildings:
- The municipality of Alzira in Spain: the pilot project focuses on the refurbishment of a former orange storage building (1891) (“magatzem de cucó”).
- The municipality of Koprivnica in Croatia: the pilot project involves the efficient energy refurbishment of a prefabricated kindergarten building.
- The municipality of Mértola: the pilot project refers to the refurbishment of the Town Hall, which is also home to the Roman part of the Mértola Museum.
- The municipality of Narni in Italy: the pilot project is applied to the refurbishment of a kindergarten for children between the ages of 6 and 36 months.
The team wishes to share the project results at the following international digital conferences:
- Boosting innovation through public procurement in small Mediterranean municipalities: Frédéric Bougrain, CSTB - Scientific and Technical Centre for Buildings in Paris, will present four key PPI lessons from small Mediterranean municipalities, followed by a round table with the participation of experts: Ramona Apostol from CORVERS, Mauro Draoli from AGID (Italian Digital Agency), Gaynor Whyles from JERA Consulting and Olatz Nicolas from TECNALIA.

- PPI preliminary phase: from needs analysis to open market consultation: Gaynor Whyles from JERA Consulting will describe the “From needs analysis to open market consultation” process, followed by PROMINENT MED case studies presented by: Denis Premec from the Regional Energy Agency North - How to conduct a PPI oriented market engagement to enable extensive transformation of the kindergarten, and Elsa Nunes from IrRADIARE Science for Evolution - PPI as a relevant procurement procedure in areas of historical interest.

- PPI implementation phase: from procedure selection to works realization: Olatz Nicolas from TECNALIA will present the "From procedure selection to works realisation” process, followed by PROMINENT MED case studies presented by: Pietro Flori from the municipality of Narni - Inspiring innovation with PPI: to combine seismic resistance, thermal insulation and sensory learning for kindergarten new concept, and Plàcid Madramany from Consorci de la Ribera - PPI as an example of energy renewal to achieve a sustainable Youth Centre towards nZEB
