TECNALIA organises a conference on the new European Construction Products Regulation

Bilbao, 12 March 2025. On Thursday 20 March, 10am to 1.15pm, research and technological development centre TECNALIA is holding a conference at its facilities in Derio (Astondo Bidea, Building 700) on the new European Construction Products Regulation, with the collaboration of the Ministry of Tourism and Industry, the European Organisation for Technical Assessment (EOTA), the Basque construction cluster BUILD:INN, Certinalia and the Basque Government.
The new European Construction Products Regulation (CPR 2024/3110), which was published on 18 December 2024, will replace the previous one which had been valid since 2011. It became effective on 7 January 2025, but with a number of requirements to be phased in from 12 months later.
The conference, which will be attended by around 100 people, will lay the foundations for the management of CE marking in accordance with the European Construction Products Regulation by explaining its implications and key requirements. With its construction laboratory, TECNALIA is a benchmark for the assessment of innovative construction products.
The conference is aimed at manufacturers of construction materials, products and systems; distributors of construction materials, products and systems; managers and technical managers; development, purchasing and quality assurance departments; construction and engineering companies and specifiers.
The new regulation introduces several significant innovations
- Standardisation process: the Acquis process is established, so that the resulting harmonised standards meet the needs of member states. It also establishes the Harmonised Area, which provides a regulatory framework for the EU, so as to ensure that CPR-compliant products can be marketed in all member states without the need for additional certification.
- Sustainability and circular economy: the reuse and reconditioning of construction products is promoted, encouraging more sustainable practices and reducing environmental impact.
- Digitalisation: the Digital Product Passport is implemented, facilitating access to detailed information on product characteristics, performance and conformity.
The new European Construction Products Regulation 2024/3110 introduces changes to the requirements for manufacturers and distributors of construction products.
As for manufacturers, they must ensure that their products comply with harmonised technical specifications and essential safety and sustainability requirements, involving, if necessary, a Notified Body. This includes drawing up an accurate declaration of performance and conformity and displaying the CE marking on the products. They are also required to provide detailed technical documentation and ensure product traceability.
As for distributors, they are responsible for verifying that products placed on the market bear the CE marking and come with the required documentation. They must ensure that storage and transport do not compromise the conformity of the product with the established requirements.
This means that the following things are essential when purchasing construction products:
- Verifying the CE marking: to ensure that the product complies with the requirements for marketing in the EU.
- Reviewing the declaration of performance and conformity: it to provide information on the product’s declared characteristics and performance.
- Assessing sustainability: to consider the product’s environmental impact and energy efficiency.
- Confirming traceability: to ensure that the product can be traced back to its origin, guaranteeing its authenticity and quality.
