TECNALIA take part in IGF Spain 2024 with crucial topics such as internet governance and challenges relating to AI

TECNALIA took part in the IGF Spain 2024 conference, where the crucial issues covered included the governance of digital infrastructures, the development of artificial intelligence, the protection of the rights of minors and the importance of digital identity systems. Other issues covered related to freedom of information, disinformation and the implementation of Ai-related regulations. This event was an excellent opportunity to learn and connect with others interested in these fields. It also stimulated an intergenerational, multidisciplinary dialogue on the future of technology and its impact on society.

Development of AI in Spanish and its impact on intellectual property

Joseba Laka, vice-president of AMETIC’s Artificial Intelligence and Big Data Committee, was actively involved in the session entitled “Development of AI in Spanish and its impact on intellectual property” during the IGF Spain 2024 Conference. This session dealt with the technical and legal challenges of creating AI adapted to the Spanish language, taking cultural and linguistic variations into account.

The session was moderated by Pilar Bernat, CEO and Content Director of Novocuatro Ediciones, Zonamovilidad.es and ZonaMediaManager.

The debate focused on the Royal Decree regulating the granting of extended collective licences for the mass exploitation of copyrighted works and performances, in order to develop general-purpose artificial intelligence models. This project has raised doubts about its effects on developing AI in Spanish and co-official languages, and its impact on managing intellectual property.

In particular, it highlighted legal and practical doubts about the coexistence of the project with the “text and data mining exception” (TDM exception), which is in force as a result of Royal Decree-Law 24/2021, which follows EU Directive 2019/790 on copyright in the digital single market. It has been argued that setting up an extended collective licensing framework for training AI systems, without considering cohesion with existing regulations, could lead to uncertainty and the loss of investment and talent in the technology sector.
