On 18th December 2024, the Official Journal of the European Union published Regulation (EU) 2024/3110, establishing a new harmonised framework for the marketing of construction products. This new regulation will replace the previous Regulation (EU) No 305/2011, with some derogations, and its main provisions will enter into force on 8th January 2026. This change addresses the need to adapt the regulation to the objectives of the Circular Economy Action Plan and to the existing challenges of the sector.

Promoting circularity and energy efficiency

Unlike its predecessor, Regulation 2024/3110 introduces measures that prioritise sustainability throughout the value chain of construction products. Its main new features include requirements aimed at improving energy efficiency, minimising waste generation and fostering the reuse and re-manufacturing of materials. Furthermore, emphasis is placed on the use of secondary materials and the recyclability of products, in line with the transition goals towards a more circular and sustainable economy.

Information as a key tool

The regulation also reinforces the importance of the information provided by manufacturers. It specifies that general product data, instructions for use and safety information should be clear and accessible, facilitating informed decisions throughout the product life cycle. This includes everything from procurement to maintenance, dismantling, reuse and recycling. These measures aim to ensure that all actors involved, ranging from designers to installers, have the necessary tools to opt for sustainable solutions.
